Vexels. What are they?
The word vexel is a mix of words vector and pixel. Vexels are made of solid shapes filled with solid colours or gradients that look like vectors but unlike vectors, vexels are made on raster layers. That means that while expanding vexels lose their quality and vectors don't.
The most popular Vexel programs are Photoshop, Gimp and Painter.
Tools you can use to create a vexel are the pen tool and marquee tool.

The definition
To understand what Vexels really are you must get to know Vexel's bigger brother- Vector.
Both can be created with a tool called Pen tool or Lasso Tool (or similar- depending of the graphic software) using layers of shapes filled with solid colour or gradient BUT Vectors are created using vector layers while Vexels use raster layers.
Vexel = Vector + Pixel
To simplify: Vectors are scalable (you can enhance or scale them down and all shapes will stay sharp and crisp) and Vexels are not (when you expand a Vexel you can see pixelation, as rasters are based on pixels).
