DeviantArt is a great place for people interested in vexels, there are many wonderful and talented vexel artists around here (you can get to know some of them thanks to Vexel Artist Spotlight articles that are posted this week).
However DeviantArt is not the only place that gathers all vexel lovers. Here is a list of "vexel friendly" sites:
shadowness.com is recently probably one of the most popular art sites, it's a great place for all kinds of artists, traditional, digital and photographers. It offers daily features, customizable portfolio and other cool stuff.
digart.pl is a Polish site for every artist who speaks at least a bit of Polish, also welcomes every artist.
behance.net is another site worth visiting, a place where all artists can get exposure of their projects.
cghub.com is probably one of those sites that doesn't need an introduction. You can find some vexel artists there too.
redbubble.com- browse for art, sell art and buy art.
There's also a great amount of art sites that often post articles featuring vexel arts, here are few links to some interesting articles/features:

The definition
To understand what Vexels really are you must get to know Vexel's bigger brother- Vector.
Both can be created with a tool called Pen tool or Lasso Tool (or similar- depending of the graphic software) using layers of shapes filled with solid colour or gradient BUT Vectors are created using vector layers while Vexels use raster layers.
Vexel = Vector + Pixel
To simplify: Vectors are scalable (you can enhance or scale them down and all shapes will stay sharp and crisp) and Vexels are not (when you expand a Vexel you can see pixelation, as rasters are based on pixels).
